About Us

Founded by Steve Smith in 2012 when he acquired his first Regional Center in Washington State, Smith Management Services, LLC, DBA EB5 Coast to Coast, has become a leading EB-5 regional center owner and operator, with a comprehensive network covering 49 states. Our Regional Centers sponsor dozens of projects in the market with hundreds of investors. 

We work with top-tier service providers that offer detailed guidance throughout the EB-5 process, including assessing the viability of EB-5 offerings, advice on structuring investments, as well as a comprehensive compliance role. We partner with industry service providers to draft the business plan, economic analysis and offering documents in accordance with the requirements under the Reform and Integrity Act (RIA).

In addition to our sponsoring Regional Center role, we assist with capital raising for select projects. To date, we have successfully raised capital for numerous projects, with a particular focus on addiction treatment centers. These investments qualify as national interest investments, which historically have benefited from faster processing times.

Steve Smith

Founder and President

Steve has over a decade of experience in EB-5 and a successful 30+ year track record in commercial real estate development, with projects valued over $1 billion. Through his Regional Centers, he has helped hundreds of investors obtain green cards. 

Having emigrated from Taiwan with his parents, Steve has a personal connection to the EB-5 program. He finds the most fulfilling aspect of his profession to be the deep personal satisfaction he derives from helping others achieve their American dream and pursue happiness in this remarkable nation.

Neil O’Connor

Neil is a versatile leader with operational and global financial experience in organizations ranging from $20m to $3b+, leading 80+ staff with complex P&L structures. He is a creative and inclusive problem solver with demonstrated ability to develop revenue and expense strategies, translate strategies into action plans and effect execution cross-functionality to turn around a business or accelerate its growth.

Carel van der Merwe

Carel’s EB-5 career started in 2016 after spending 2 decades in various sales/client service roles in financial services. As an immigrant himself, he gets tremendous joy advising and helping families on how to realize their American dream via the EB-5 program. At EB5 Coast to Coast his role is to help people make an informed EB-5 investment decision that will result in a Green Card as well as a successful investment outcome. He is a regular speaker at industry events.

Harry Rhee

Harry is based in Seoul, Korea and heads up our Asian agency business. Before joining EB5 Coast to Coast Harry had several prominent roles at investment banks.

Kathleen Harrison

Kathleen graduated from Emory Law School in 2015. She worked in private practice for over six years serving clients in the EB-5 industry. She has significant experience advising regional centers, EB-5 issuers, and developers seeking EB-5 capital to finance projects.

Diana Harris

Diana joined the company in 2012, and is responsible for overseeing the day-to-day operations of the organization to ensure everything runs smoothly and efficiently. She supports operational leadership, and acts as a liaison between a variety of departments. Diana attended Seattle Pacific University where she studied computer programming, project management and web development. She’s a Phi Theta Kappa International Honor Society member, and is esteemed with both a President’s Honor Scholastic Achievement Award, and Faculty Honor’s Award.
